Description
The Australian Government Security Vetting Agency (AGSVA) conducts security clearances for all Commonwealth agencies, except for five authorised agencies. The Defence Intelligence Agencies (DIAs) conduct organisational suitability assessments for internal applicants and staff.
The Intelligence and Security Group (I&S Group) comprises the AGSVA, Defence Intelligence Organisation (DIO), Australian Signals Directorate (ASD), and Australian Geospatial-Intelligence Organisation (AGO). The I&S Group requires psychologists to perform psychological assessments (PAs) and associated tasks in support of security clearance and organisational suitability processes.
As part of the Positive Vetting (PV) security clearance process, or as a requirement for posting, recruitment or access to an agency’s ICT systems, sites or products, an individual is required to undergo a PA. The aim of the PA is to identify indicators that a person, at the time of the assessment, may or may not be suitable for access to highly classified or sensitive material and/or to work in a high security environment. The criteria for assessment and reporting purposes are provided by the Commonwealth to the Contractor.
In the 2013-2014 financial year there were approximately 1,900 PAs conducted by Contractors on the PAS panel.
Conditions for Participation
The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:
a. the Commonwealth’s security requirements set out in clause 2.7 of the Conditions of Tender; and
b. the requirements (if any) identified as essential in the Statement of Work.
Timeframe for Delivery
DISG requires delivery of services for an initial 3 year term with two one year options to extend.
